Executive Summary (General Business): This is the adoption hearing for a large-scale comprehensive plan text amendment to amend Figure 1-4 of the Future Land Use Element. The amendment was submitted by Culpepper and Terpening, Inc. on behalf of the Port St. Lucie Governmental Finance Corporation (GFC) and Mattamy Palm Beach, LLC. Figure 1-4 is the conceptual land use plan for the Southern Grove NCD District. Southern Grove is an approved Development of Regional Impact (DRI) that is located south of Tradition Parkway and immediately west of Interstate 95. The proposed text amendment will amend Figure 1-4 to adjust the alignment of certain roadways located between SW Village Parkway and Interstate 95 to accommodate revised development plans in this area. As a result of the roadway re-alignments, a minor adjustment was made to the acreage totals for the Mixed Use and Employment Center sub-districts.

The transmittal hearing for the proposed amendment was held on September 11, 2023. The proposed amendment was transmitted to the Florida Department of Commerce, the Treasure Coast Regional Planning Agency, St. Lucie County, and the reviewing agencies. The Florida Department of Commerce (state land planning agency) issued their comment letter on October 13, 2023. There were no objections or comments to the proposed amendment from the Department of Commerce or any other reviewing entities.
