Executive Summary (General Business): This ordinance amends Chapter 152 of the City's code of ordinances as it relates to flood plain management. This ordinance was approved by the Florida's Division of Emergency Management.

Staff Recommendation: Move that the Council complete the motion in the affirmative.

Background: Emergency management, in conjunction with the City Attorney's Office, and the Florida Division of Emergency Management drafted for the City Council's review and approval amendments to Chapter 152 of the City's code. This amendment is necessary requirement for the City's Community Rating System (CRS) class of an 8 or lower.

Issues/Analysis: If the Council does not adopt this ordinance, the City's CRS class rating will be demoted to a class 9, resulting in increases to flood insurance rates for the City's homeowners.

Financial Information: The adoption of this ordinance is necessary to prevent the City's homeowner's and commercial property owners flood insurance rates from increasing. The base flood elevation ordinance is a pre-requisite for a class rating greater than a 9 (the City is currently an 8).

Special Consideration: The failure to adopt this ordinance would result in an increase to the homeowner's flood insurance premiums. The State set a deadline of July 31 for this amendment.
