Executive Summary (General Business): The SG 4 Capstone Community Site Plan was approved by the City Council on April 26, 2021. The project to be known as the Cottages at Port St. Lucie is a gated residential rental community of one bedroom, two bedroom, and three bedroom single story and two story cottages for a total of 286 dwelling units. The development program also includes a community swimming pool and a clubhouse. The proposed amendment changes the mix of one bedroom and two bedroom units with no increase to residential density. It adds additional amenities such as a playground, dog park, and concrete patios within the fenced backyards. It provides for a temporary sales office and parking near the entrance closest to SW Village Parkway until the clubhouse/leasing office is completed.

Presentation Information: Staff may provide a short presentation.

Staff Recommendation: Move that the Council approve the site plan amendment as recommended by the Site Plan Review Committee.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the site plan amendment.
2. Move that the Council not approve the site plan amendment and provide staff direction.

Background: The Site Plan Review Committee recommended approval of the proposed major site plan amendment at the May 11, 2022 Site Plan Review Committee meeting.

Issues/Analysis: No changes are proposed to the total number of residential units. No additional traffic impact is expected over what was previously approved.
