2. Parties: City of Port St. Lucie and Zahlene Enterprises, Inc.
3. Purpose: To bridge the gap between the FDOT projects to the south and the existing section north of Gatlin Boulevard for a consistent roadway section through the corridor.
4. New/Renewal/Modified: New.
5. Duration: 540 calendar days with no option to renew.
6. Benefits to Port St. Lucie: The work will provide additional intersection capacity, accessible multi-use pathways, pedestrian lighting, landscaping, and underground drainage.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $8,006,448.

Staff Recommendation: Move that the Council award Contract #20200077 and enter into a unit price contract with Zahlene Enterprises, Inc. for the Port St. Lucie Blvd. Segment #3 Roadway Improvement Project from Darwin Boulevard to Gatlin Boulevard.

Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20200077.
2. Move that the Council not approve Contract #20200077 and provide staff with direction.

Background: The existing 4-lane divided roadway utilizes an open swale drainage system. The proposed roadway section will be fully "urban" with curb and gutter, multi-use paths, landscaping, irrigation, roadway lighting and pedestrian lighting. It will match the section that will be constructed by the Florida Department of Transportation (FDOT) that is located south of SW Darwin Boulevard.
