Executive Summary (General Business): The Port St. Lucie Governmental Finance Corporation (GFC) has applied for final subdivision plat approval with construction plans for a project known as Southern Grove Plat No. 39. Southern Grove Plat No. 39 is a replat of Tract A, Southern Grove Plat No. 35 (112.912 acres) and located in the area known as Legacy Park in Southern Grove. A preliminary plat with construction plans for Southern Grove Plat No. 39 was approved by the City Council on January 24, 2022 (Res. 22-R12). The preliminary plat created four tracts for future development, one right-of-way tract, and four water management tracts. The final plat adds an additional right-of-way tract for a new E/W roadway to be known as Senior Drive. Senior Drive was previously depicted as a driveway on the Project Senior construction plans.

Staff Recommendation: Move that the Council adopt the resolution approving the final subdivision plat as recommended by the Site Plan Review Committee.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution approving the final subdivision plat
2. Move that the Council not approve the project and provide staff direction.
Background: The Site Plan Review Committee recommended approval of the proposed preliminary and final subdivision plat at the April 27, 2022 Site Plan Review Committee meeting.
