Executive Summary (General Business): This is an application for preliminary plat approval with construction plans for a road right-of-way project known as Becker Road at Wilson Groves. Becker Road at Wilson Groves Preliminary Subdivision Plat with construction plans provides for the platting and construction of Becker Road within the Wilson Grove DRI. The application was submitted by ACR Acquisition, LLC, pursuant to a construction agreement with the City of Port St. Lucie. As depicted on the plat, Becker Road through Wilson Groves will be platted as two separate roadway tracts and exclude the portion of the roadway that is planned through FPL Parcel 4331-100-0001-010-6. FPL owns approximately 47.566 acres of land within the Wilson Groves DRI that is contiguous to land owned by ACR Acquisition, LLC. FPL Parcel 4331-100-0001-010-6 is located between the C-23 Canal and Paar Drive and runs along the east side of the N/S A right-of-way. ACR Acquisition, LLC, is working with FPL to obtain a dedication and/or deed in favor of the city to allow for the platting and construction of Becker Road through the FPL property. ACR Acquisition, LLC, will not be able to move forward with an application for final plat approval until they have obtained permission from FPL either in the form of a deed or a dedication on the plat from FPL as a property owner that allows for the roadway.

Staff Recommendation: Move that the Council approve the preliminary subdivision plat with construction plans as recommended by the Site Plan Review Committee.
