Executive Summary (General Business): At the January 11, 2021 City Council meeting, Council expressed concern over the placement and requested removal of sidewalks within the Estates at Sawgrass Lakes Phase 3. The Council also heard and discussed: subdivision bond tracking, final lift of asphalt placement, and tracking of department-directed conditions

Staff Recommendation: Subject to the execution of Right of Entry Agreements, Authorize Staff to use City resources to remove the sidewalks and restore sites within Sawgrass Lakes PUD.

Background: During the first reading of the Ordinance 20-87 Approving the Amendment of the Sawgrass Lakes planned unit development ("PUD") (P20-152) at the December 14, 2020 City Council Meeting, the Council heard a request to amend the PUD conceptual plan submitted by Sawgrass Lakes Master Association and Paar Estates Property Owners Association as the project was constructed with incomplete sidewalks and street trees by the previous developer. Multiple single-family homes had already been constructed and received their Certificate of Occupancy, however, only some had street trees and sidewalks. Following the 2008/2009 recession a bond requiring the installation of infrastructure as obligated by the original developer expired without being called for execution by the City. The applicant submitted a request to update the conceptual plan to add a right-of-way typical for Phase 3A and 3B of Paar Estates without the sidewalks and to relocate required street trees to the preserve area.
