1. Prepared by: Utility Systems Department ("USD")
2. Parties: City of Port St. Lucie and the Florida Department of Environmental Protection ("FDEP")
3. Purpose: The USD will install a force main interconnect to transport flow from the Westport Wastewater Treatment Facility ("WWTF") to the Glades Booster Pump Station.
4. New/Renewal/Modified: Modified.
5. Duration: The Grant Agreement expires September 30, 2026.
6. Benefits to Port St. Lucie: The force main interconnect will allow the transfer of wastewater flows during heavy rain, tidal and storm-induced flooding conditions to be treated to high-level disinfection standards and reused for irrigation, reducing discharges to the St. Lucie River and the Estuary Basin.
7. Cost to Port St. Lucie (Annual and Potential): The FDEP is matching up to $8,762,155 for a total estimated project cost for construction of $17,524,310.

1. Move that the Council not ratify the City Manager's Signature and provide staff with direction.

Background: Task 1, Sea Level Impact Projection (SLIP) Report has been removed as this is only needed for projects along the coastline. Task 2 and 3 are now within Task 1 due to that removal. Task 3 (which is now within Task 1) has been amended for quarterly reporting and updated FDEP forms. There has been no change to the project duration or financial information.
