Executive Summary (General Business): This is a request for City Council directive to undertake the Port St. Lucie Boulevard Corridor Plan and approve an Interlocal Agreement for the TCRPC (Treasure Coast Regional Planning Council) to proceed, as consultant to the City, for the study. The study consists of two phases: Phase #1 including the analysis and drafting of the PSL Corridor Planning Study and Phase #2 including a Financial Feasibility Analysis Report.
Presentation Information: Staff will provide a brief presentation.
Staff Recommendation: Move that the Council approve the request.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the request.
2. Move that the Council not approve and provide staff direction.
Background: The PSL Boulevard Corridor Plan is one of three proposed studies to be completed by the Treasure Coast Regional Planning Council through interlocal agreement. This corridor study is a planning project that defines the relationships between a roadway and its adjacent land and is an effective tool for assessing existing conditions, developing a preferred future condition, and can offer interim fixes for transitioning corridors as they change.

Financial Information: The PSL Boulevard Corridor Budget proposal request $110,000 for Phase #1 and $25,000 for Phase #2; a total of $135,000 in FY 21/22.

Location of Project: The proposed area of study is Port St. Lucie Boulevard, generally located south of Gatlin Boulevard and north of Becker Road; approximately 3.5 miles.
