Executive Summary (General Business): The Port St. Lucie Police Department (PSLPD) is requesting permission from City Council to apply for the 2023 COPS Hiring Program (CHP) grant. PSLPD intends to apply for funding of $250,000 to hire two sworn officers along with related expenses. This grant covers a project period of three years, starting October 1, 2023.

Staff Recommendation: Move that the Council approve the request to apply for the FY 2023 COPS Hiring Program (CHP).

Alternate Recommendations:
1. Move that the Council amend the recommendation and permit the PSLPD to move forward in applying for the FY 2023 COPS Hiring Program (CHP).
2. Move that the Council not approve the request and provide direction to staff.

Background: On March 8, 2023, the PSLPD received notification from the US DOJ COPS Office of various competitive grant opportunities. Of those grant programs, PSLPD desires to apply for the 2023 COPS Hiring Program (CHP), which has a due date of May 11, 2023.

Issues/Analysis: PSLPD intends to apply for funding $250,000, to hire two entry-level sworn officer positions, whereas the PSLPD can establish a Behavioral Threat Assessment & Management Detective Unit, consisting of two detectives to address 'Persons of Concern' related issues within the City of Port St. Lucie.

Financial Information: PSLPD intends to apply for funding of $250,000 to hire two entry-level sworn officer positions, along with related expenses. *Note the CHP award provides funding to Law Enforcement agencies up to 75% of entry-level salaries and fringe benefits of full-time officers with a minimum 25% local cash match and a maximum federal share of $125,000 per officer position.
