Staff Recommendation: Move that the Council approve the terms and conditions of the artwork commission agreement between the City and Artist Talley Fischer and provide authorization for the City Manager to execute the agreement.

Background: The City Council has prioritized enhancing public spaces through public art installations. Talley Fisher was selected to design, fabricate, and install suspended artwork in the City Hall north lobby, aligning with the City's public art goals and branding while creating a visually welcoming environment.
* October 2, 2025: The Public Art Advisory Board endorsed the Selection Committee's recommendation of Talley Fisher's artwork.
* November 10, 2025: The City Council approved moving forward with a contract to commission Talley Fisher for the City Hall Lobby Suspended Artwork.

Staff Recommendation: Move that the City Council approve the artwork commission agreement between the City and Talley Fisher and authorize the City Manager to execute the agreement.
