3. Purpose: Accurate would provide services should the City's primary wet lime residual hauler KAG aka Dedicated Transport be unable to provide service.
4. New/Renewal/Modified: New
5. Duration: One-year term, last renewal expires September 30, 2026
6. Benefits to Port St. Lucie: Accurate would be a secondary or back-up to the City's primary wet lime residual hauler.
7. Cost to Port St. Lucie (Annual and Potential): $11/ton. This service is budgeted at $140,000 for Fiscal Year 2022/2023.

Staff Recommendation: Move that the Council waive bidding per Chapter 35.04(c) for good cause shown and approve participating in the Fort Pierce Utilities Authority ("FPUA") Contract #22-02 for wet lime residual hauling services.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the FPUA Contract for wet lime residual hauling services.
2. Move that the Council not approve the City's participation with FPUA for Contract #22-02 and provide staff with direction.

Background: FPUA competitively procured its wet lime residual hauling services and contracted with Accurate Septic Services, Inc. via ITB 22-02. The City has an existing contract with Dedicated Transport (KAG), however, KAG has indicated that for unforeseen circumstances, through no fault of their own, the Orlando Power Plant can only accept a certain tonnage and may restrict incoming loads.
