Summary Brief (Agreements/Contracts only)
1. Prepared by: Shelby Dolan, Procurement Management Division.
2. Parties: City of Port St. Lucie and Blue Arbor, Inc.; E.L.M Staffing, LLC DBA Express Employment Professionals; FAMOSO, Inc. DBA Manpower; and Tranquil Multi Dynamic Advisory (TMDA) LLC.
3. Purpose: To provide temporary staffing services for various departments.
4. New/Renewal/Modified: New.
5. Duration: The initial term of this contract period is January 8, 2024 through January 8, 2025, with the option for four (4) additional one (1)-year renewal periods.
6. Benefits to Port St. Lucie: Various departments will be able to utilize this contract for temporary staffing services as needed.
7. Cost to Port St. Lucie (Annual and Potential): Estimated annual expenditure is $250,000. Future expenditure will be appropriated each budget year.

Staff Recommendation: Move that the Council approve, per Code Section 35.08(a)(9), to participate in the City of Stuart's Contract #20230-207 with all the awarded companies for Temporary Personnel Services.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve participating in the City of Stuart's Contract #2023-207.
2. Move that the Council not approve participating in the City of Stuart's Contract #2023-207 and provide staff with direction.

Background: City of Port St. Lucie uses temporary employees in unity with City employees in order to support numerous City functions. The City has used temporary staffing in the past to assist with staffing needs for various other departments throughout the City...
