Executive Summary (General Business): The Neighborhood Improvement and Community Engagement (NICE) Program strives to enhance and provide for neighborhood capital improvement throughout various locations to meet the City's strategic goal for vibrant neighborhoods. The NICE Work Plan for Fiscal Year 2021-22 and FY 2022-23 sets the framework and establishes a path to enhancing the City's neighborhoods.

Staff Recommendation: Move that the Council approve the NICE Work Plan for Fiscal Year 2021-22 and Fiscal Year 2022-23.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the NICE Work Plan.
2. Move that the Council amend the recommendation and provide staff direction.

Background: The NICE Program is funded by proceeds derived from the City's curbside recycling program pursuant to the Interlocal Agreement between the City and St. Lucie County, dated February 11, 2019. These dollars are then invested back into our neighborhoods in accordance with the neighborhood plans. This subsequently allows for the implementation of neighborhood improvements for all residents within the City to enjoy. In Fall 2020, interdepartmental coordination and evaluation occurred for FY 2021-22 project selection. NSD staff, directly overseeing the implementation of the NICE Program, also held Unfunded Needs meetings recently with various City Department's throughout the month of September 2021 to determine unfunded priorities for FY 2022-23.
