Executive Summary (General Business): The purpose of this item is twofold. The Public Hearing serves to allow affected property owners the opportunity to provide comment and/or objections to the change in methodology of calculating assessments to an acreage-based formula and the reallocation of the assessments within the City Center Special Assessment District. The resolution authorizes the change in methodology and the reallocation of assessments, following the close of the Public Hearing.

Staff Recommendation: Move that the Council approve the resolution.
Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council not approve the resolution and provide staff direction.
Background: On August 12th, 2024, the City Council passed Resolution 24-R50 preliminarily authorizing the change to the methodology of calculating assessments within the SAD to an acreage-based formula, reallocating assessments within the SAD based upon the new acreage-based methodology, and the preparation of an Assessment Roll reflecting the assessments under the new methodology.
