Strategic Plan Link: The City's Mission to plan for smart and balanced growth.

Executive Summary (General Business): The applicant is requesting approval of a preliminary plat with construction plans for seven hundred seventy-eight (778) residential lots; a 7.4- acre multi-family tract; golf course, open space, water management, amenity center and open space tracts and public and private roads. The plat also includes preservation tracts with wetlands and native upland habitat.

Presentation Information: N/A

Staff Recommendation: Move that the Council approve the preliminary plat and construction plans as recommended by the Site Plan Review Committee with the following conditions:

1. The required second access (emergency only) will be installed prior to the one hundredth (100th) Building Permit.
2. E/W 5 will be constructed with Phase 3 of POD 9 as shown on the phasing plan and open to the public prior to the six hundredth (600th) building permit.
3. Revisions to E/W 5 secondary residential access as needed for turn around requirements to be deemed satisfied by Public Works prior to Final platting of Phase 3.
4. No residential building permits are to be issued within LTC Ranch Pod 9 until the Temporary Drainage Easement has been executed or a final plat to include the Easement location has been recorded.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the preliminary plat and construction plans.
2. Move that the Council not approve and provide staff direction.

Background: The Site Plan Committee recommended approval at their meeting of October 11, 2023. Staff recommends approval with the conditions as noted above.
