Executive Summary (General Business): This is a request for consideration by the City Council from Ross Mixing, Inc. to extend the expiration date of the Ross Mixing Site Plan (P16-197) to December 19, 2024.

Presentation Information: Staff will not provide a presentation.

Staff Recommendation: Move that the Council approve the two (2) year site plan extension providing for an expiration date of December 19, 2024.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the site plan extension.
2. Move that the Council not approve and provide staff direction.

Background: The Ross Mixing Site Plan was approved by City Council on February 27, 2017. The plan consists of six phases with a total of 99,599 square feet of manufacturing. At the time of this time extension request, 44,305 square feet of the manufacturing building has been built. On August 24, 2022, the Site Plan Review Committee approved a minor site plan amendment to add a temporary parking lot, sidewalk and driveway access within the third phase of development to alleviate parking demand and provide safer employee access to the rear entrance of the building. The parking lot will be removed upon construction of the third phase.

Issues/Analysis: Section 158.244 of the Zoning Code states that the site plan will terminate three (3) years from approval by the City Council. Each extension shall be limited to a maximum period of two (2) years and shall not exceed four (4) years in total. The Ross Mixing Site Plan was originally approved under P16-197 by City Council on February 27, 2017. This is the project's final 2-year extension allowed pursuant to Section 158.244.
