Executive Summary (General Business): This request approves the resolution authorizing the interlocal agreement between the City and St Lucie County Tax Collector to place the new Culvert Replacement Residential Assistance Program on the non-ad valorem tax roll.

Presentation Information: Powerpoint presentation by Louis Johnson - Public Works Assistant Director (if desired).

Staff Recommendation: Move that the Council approve the Resolution and authorize the Mayor, or her designee, to execute the Interlocal Agreement attached as Exhibit "A" to the Resolution.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the resolution
2. Move that the Council not approve the resolution and provide staff direction

Background: It is critical to the overall stormwater program that drainage flow freely and damaged culverts are replaced. Due to the demand for culvert pipe replacements, a pilot program was established to support residents with funding when they are required to replace damaged culverts.

In order to qualify, various requirements must be met. Most importantly, for the 10-year interest free loan, the resident will execute documents that effectively secures repayment to the City as a special tax assessment for the property. Loan payments commence on the following year's tax roll.
