Executive Summary (General Business): This is a request for a Special Exception Use (SEU) to allow a drive-through, associated with a restaurant, in the General Commercial (CG) zoning district per Section 158.124(C)(13) of the Code of Ordinances. The proposed 7 Brew coffee shop will be approximately 778 square feet with drive through lanes and pass-by lane.

Presentation Information: Staff will provide a presentation.

Staff Recommendation: Move that the Council approve the resolution with the condition that the special exception use is granted solely for the proposed conceptual plan. Should any changes be made to the conceptual plan, the special exception use will be automatically voided, as recommended by the Planning & Zoning Board.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the resolution.
2. Move that the Council deny the resolution and provide staff with direction.

Background: The Planning and Zoning Board recommended approval of the special exception use on August 6, 2024. The Planning and Zoning Board approved the companion variance application to allow the building size of 778 square feet, which deviates by 122 SF from the required 900 SF size minimum building size requirement, on August 6, 2024.
