Executive Summary (General Business): Due the unprecedented population growth in Port Saint Lucie, the Utility Services Department is in constant search of projects to improve the Water and Sewer Infrastructure System. The intention of this Request for Proposals is to find a highly qualified Consulting Engineer to assist the city in choosing a highly qualified Construction Manager at Risk (CMAR) contractor and, together with that contractor, design a 24-inch Force Main to divert flow from the Southport Wastewater Booster Pump Station (WWBPS) to the Glades Wastewater Booster Station (WWBPS).

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (eRFP) # 20210081 for Design of the Southport 24" Force Main to Glades Booster Pump Station.

Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff with direction.

Background: This project will provide for a new 24-inch Force Main to divert up to 4.00 million gallons per day from the Southport WWPBS to the Glades WWBPS. This flow will bypass the Westport Wastewater Treatment Facility (WWTF) and be transferred to the Glades WWTF. The Westport WWTF will be limited to 6.00 MGD and will not require additional capacity but will require nutrient removal soon. The force main will divert flows to the Glades WWTF when upset conditions prevent the utilization of the onsite deep injection well for disposal.
