Staff Recommendation: Move that the Council approve the Sole Source expenditure, per City Code of Ordinances, Section 35.08(a)(22)a., and enter a unit price contract with Precision Contracting Services, Inc. to document the remaining fiber infrastructure throughout the City.

1. Move that the Council amend the recommendation and approve the Sole Source Contract with Precision Contracting Services, Inc.
2. Move that the Council not approve the Sole Source Contract and provide staff with direction.

Background: Precision Contracting Services, Inc. (PCS) has developed a unique and innovative Optical Mapping Model called FiberTrak(tm) which utilizes a global positioning system (GPS) coordinate-referenced database to interface with multiple off-the-shelf (OTS) software applications creating a relational database that implements stored procedures which run routines within each of these OTS applications via their respective Application Program Interfaces (APIs).
