6. Benefits to Port St. Lucie: To keep the sidewalks clean and free of debris.
7. Cost to Port St. Lucie (Annual and Potential): The cost of the machine, training, and services package is $191,338.42.

Staff Recommendation: Move that the Council waive formal bidding, per the City's Code of Ordinances, Sec. 35.08(a)(22) (sole source), and approve Contract# 20250036 with Cyclone Technology LLC as the sole source provider to purchase the rideable sidewalk scrubber.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve Contract# 20250036 with Cyclone Technology LLC.
2. Move that the Council not approve Contract# 20250036 with Cyclone Technology LLC and provide staff with direction.
Background: The City currently has more than 400 miles of sidewalk within its boundaries. More than 200 miles are City owned and maintained, while the remaining sidewalks are either on private property (gated communities), on County Roads, or on State Roads. The division is budgeted for 2 staff members. This rideable machine will enable 2 staff members to clean and maintain 200 miles of sidewalk as opposed to a hand scrubbing machine.
