Background: From 2007 to 2012, the City leased the property to the St. Lucie County School District for the purpose of constructing a temporary school site. The School District cleared and graded the property, designed and permitted the storm water collection system, installed underground drainage, constructed a wet retention pond, constructed asphalt parking lots and driveways, constructed interior sidewalks, and an open-sided "airnasium," brought water/sewer/electric services to the site and built a playground.
