Strategic Plan Link: The City's Goal of planning for a thriving future.

Executive Summary (General Business): The applicant is requesting to change the future land use designation from Service Commercial (CS) to Heavy Industrial (HI) for this approximately 1.86- acre parcel that is currently developed. The purpose is to expand the existing business by adding a concrete plant to the site which already has a warehouse and open storage yard.

Presentation Information: Staff will provide a presentation.

Staff Recommendation: Move that the Council approve the comprehensive plan amendment as recommended by the Planning and Zoning Board.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the comprehensive plan amendment.
2. Move that the Council not approve and provide Staff direction.

Background: The Planning and Zoning Board recommended approval of the comprehensive plan amendment at their October 2, 2024, meeting.

Issues/Analysis: The Heavy Industrial Land Use provides the ability for rezoning to Industrial and subsequently special exception uses to be reviewed and approved by City Council. The proposed use of concrete plant is a heavy industrial use and to establish that use on this site the property is required to have a Heavy Industrial Land Use, Industrial Zoning, and a Special Exception Use approval.
