Executive Summary: Capstone Communities has applied for a landscape modification to substitute an enhanced landscape buffer in lieu of providing a wall along the property's western perimeter landscape buffer. Capstone Cottages is an approved horizontal multi-family project consisting of one-story and two-story detached cottages and two unit attached cottages/duplexes for a total of 286 dwelling units. The project is currently under construction. A subdivision plat has been approved for a single-family residential subdivision (Kenley) to the west of Capstone development. Per Section 154.03(C)5 of the Landscape and Land Clearing Code, a wall is required in a landscape buffer strip where multi-family development abuts property to the side or rear which is designated with single-family zoning or PUD zoning with single-family uses. There is an existing 170- foot wide FPL easement between the Capstone development and the Kenley single-family subdivision. The request is to substitute an enhanced landscape strip with a continuous hedge, assorted canopy trees, and palm trees for an architectural buffer wall.
