Strategic Plan Link: The City's Mission to plan for smart and balanced growth.

Executive Summary (General Business): The proposed EAR based amendments were transmitted to the Florida Department of Economic Opportunity on July 23, 2020 per the approval of City Council at its July 13, 2020 meeting. The Objections, Recommendations, and Comments (ORC) Report (attached) was transmitted to the City on September 21, 2020. The ORC Report included two comments from DEO. Those comments have been addressed in the Conservation and Coastal Management Element and relate to strengthening existing policies and additional data and analysis regarding sea level rise and flood risk.

Presentation Information: Staff and the consultant will make a presentation.

Recommendation: Move that the Council adopt the EAR-Based Amendments to the Comprehensive Plan with recommended changes and direct staff to submit the adopted plan to the Florida Department of Economic Opportunity (DEO) and the other reviewing agencies.

Alternate Recommendations:
1. Move that the Council not adopt the amendments and provide staff with direction.

Background: The DEO ORC Report did not identify any objections to the EAR Based Amendments. DEO did provide two comments regarding strengthening existing policies of the Conservation and Coastal Management Element and updating the Coastal High Hazard Area map. The proposed amendments to this element are shown in the attached matrix and the attached Conservation and Coastal Management Element.
