Executive Summary (General Business): To provide the Final Report of the 2023 Florida Legislative Session.
Presentation Information: Representatives from our lobbying firm, Gray Robinson will present the attached presentation.
Staff Recommendation: City staff and representatives from our lobbying firm, Gray Robinson, will be present for discussion and will not provide a recommendation at this time.
Background: The Florida Legislative Session convened on Tuesday, March 7, 2023, and adjourned on May 5, 2023. City Council approved the State Legislative Program on December 5, 2022. Former City Manager Blackburn presented the City's Legislative Program to the St. Lucie County Legislative Delegation on January 13, 2023.
Issues/Analysis: The 2023 Florida Legislature approved a $116.5 billion budget on May 5, 2023. The budget was delivered to the Governor and signed on June 15, 2021. Tom Mackie Blvd - Phase 4 - $3,000,000 request - Senate #2600/House #1960 - was included in the budget at $3,000,000 (Line 2042A) and Public Works Administrative Complex/EOC - $1,000,000 request - House #1908 was included in the budget at $1,000,000 (Line 2341A). However, Public Works Administrative Complex/EOC was vetoed. The fiscal year for the state of Florida begins July 1, 2023. The start of the 2024 Legislative Session is Tuesday, January 9, 2024, therefore Committee Weeks start on September 18, 2023. There will be seven (7) committee weeks before the start of the 2024 Legislative Session. This earlier start results in an advancement of the legislative planning process, including a fall 2023 St. Lucie County Legislative Delegation Meeting.
