Summary Brief (Agreements/Contracts only)
1. Prepared by: Robyn Holder, CPPB (PMD).
2. Parties: City of Port St. Lucie and Accurate Drilling Systems, Inc.
3. Purpose: The City desires to construct 30" & 24" Raw Water Mains to deliver raw water from the proposed Floridan wells F-37, F-38 & F-39.
4. New/Renewal/Modified: New.
5. Duration: 365 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Once completed, the raw water mains will convey raw water from the three proposed new Floridan wells and allow utility operations the flexibility of rotating through wells and allowing existing wells downtime for maintenance. The additional mains and wells will ensure that the James E. Anderson (JEA) Water Treatment Facility may produce its maximum permitted daily capacity of 22.5 million gallons of water a day.
7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $7,495,675.50.

Staff Recommendation: Move that the Council award Contract #20220112 and enter into a unit price contract with Accurate Drilling Systems, Inc. for the Western Raw Water Main Construction Project in the amount of $7,495,675.50.
Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20220112.
2. Move that the Council not approve Contract #20220112 and provide staff with direction.
Background: The 30" and 24" raw water mains will deliver raw water from the proposed Floridan wells F-37, F38 & F-39 which is located west of I-95 to the JEA Water Treatment Facility. The construction of the raw water mains will provide additional raw water to be utilized for water treatment purposes.
