Staff Recommendation: Move that the Council award Contract #20240125 and enter into a unit price contract with Heavy Civil, Inc. for the SW Airoso Blvd. Median Improvements.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the recommended bid.
2. Move that the Council reject all bids and provide staff with direction to rebid or cancel the bid.

Background: The Airoso Median Improvements consists of the construction and installation of safety improvements to the segment of SW Airoso Blvd. between SW Whitmore Drive and SW Carter Avenue. The improvements include raised median islands, traffic separators, milling & resurfacing, pavement markers, and signage. The addition of traffic separators and dedicated turn lanes will eliminate the current configuration that includes a center left turn lane, aka "suicide lane," and will limit the turning movements of vehicles exiting the intersecting roadways.

An E-Bid was issued on August 8, 2024, to 1,972 potential suppliers. There were 38 plan holders with 4 bids received on September 17, 2024.
