Executive Summary (General Business): Request for approval for the adoption of the amended Employee Safety Manual and providing the City Manager the authority to review, adopt, and implement future revisions.

Staff Recommendation: Move that the Council complete motion in the affirmative.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the motion.
2. Move that the Council not approve and provide staff direction.

Background: The Safety Manual was previously adopted by Ordinance 89-135 in December 1989. In October 2001, the Employee Safety Manual was revised and re-titled as the Safety and Health Loss Control Manual.

Issues/Analysis: The Manual is a management tool that provides standards to reduce accidental loss while working to eliminate the underlying causes of the accident/incident. The Manual assists with reducing employee injuries, Workers' Compensation claims, and property loss. The Safety and Health Loss Control Program is the City's commitment to protect employees against occupational injury or illness and to prevent damage and interruption of operations. A comprehensive review of the Manual was undertaken and revisions made include, but are not limited to, job titles; processes; trainings; and removal of the Emergency Action Plan.
