Executive Summary (General Business): The City of Port St. Lucie's 2025 Spooktacular House & Yard Decorating Contest celebrates four winning Halloween displays with an awards ceremony. Winners receive plaques, prizes and recognition alongside City Council members. Community voting on 49 entries highlighted creative decorations and Halloween spirit, with more than 740 votes cast.

Presentation Information: A 10-15 minute awards presentation for the four award winners of the 2025 Spooktacular House & Yard Decorating Contest. Staff will pass out Spooky PSL commemorative plaques and prizes to the winners. Winners and Council Members will pose for photos by prize category. Communications will show a brief PowerPoint of the winning contestant's homes.

Staff Recommendation: Request that the Council; The first category was Haunting Light Show, and the City would like to recognize the Ketona Light Show at 5920 NW Ketona Circle They will receive a commemorative plaque as well as a $100 gift card. The Second category was Classic Halloween, the City would like to recognize the Foley Family at 4041 SW Kadlic St. They will receive a commemorative plaque as well as a $100 gift card. The third category was Spine Chilling, and the City would like to recognize the A Nightmare on Kilpatrick at 419 NW Kilpatrick Ave. They will receive a commemorative plaque as well as a $100 gift card. The Fourth category was Cute N' Creepy, and the City would like to recognize the The Dickerson Ohana at 852 SW McCoy Ave. They will receive a commemorative plaque as well as a $100 gift card.
