Executive Summary: This is a request to grant a variance to the requirements of Appendix B, Land Use Conversion Manual of the City’s Zoning Code to isolate one (1) lot for the purpose of requesting a rezoning to the Service Commercial (CS) Zoning District.

Background: Policy 1.1.4.12 of the Comprehensive Plan requires variances to the Conversion Manual be reviewed by the Planning and Zoning Board and a recommendation be forwarded to the City Council for final approval or denial. This manual is intended to explain the land use conversion process, available conversion options, and implementation policies. The manual addresses requirements for land assembly, rezoning requirements, and related site plan and design considerations.
