Executive Summary (General Business) The City has increased its participation in FEMA's Hazard Mitigation Grant Program (HMGP). The City must submit numerous documents to Federal and State agencies which must be executed by the City's Authorized Agent. Granting the City Manager authority as authorized agent will expedite the execution of HMGP documentation process.

Staff Recommendation: Move that the Council complete the motion in the affirmative.

Alternate Recommendations:
1. Move that the Council amend the recommendation and complete the motion in the affirmative.
2. Move that the Council not approve and provide staff direction.

Background: The Division of Emergency Management in cooperation with other City Departments has been awarded over $2 million in HMGP funding over the past four years. Throughout the lifecycle of each HMGP grant there are numerous documents that must be executed by the City's authorized agent. The City Manager being granted to act as an authorized agent will expedite the HMGP process and may create new opportunities for HMGP funding applications that require quick turnaround times.

Issues/Analysis: This resolution grants the City Manager the ability to executed documentation affiliated with HMGP grants.
