Executive Summary (General Business): It is the intent of the City to procure the services of a qualified and licensed Engineer to provide the City of Port St. Lucie with a design for the continuation of an existing reuse water main, that is intended to provide reuse water to customers located west and possibly south of Tradition.

Staff Recommendation: Move that the Council approve the shortlist for the Request for Proposals (RFP) # 20200081 for Design Services for the Glades-Tradition Reuse Water Main Project and begin negotiations with Holtz Engineering, Inc., who was the highest ranked firm. In the event the City and the highest ranked firm cannot reach an agreement; the City shall formally end negotiations by written notification to the firm. The City shall then enter negotiations with the next highest ranked firm and attempt to negotiate a contract with that firm. The process will continue until the City has successfully negotiated a contract or reject all proposals for award.

Alternate Recommendations:
1. Move that the Council amend the recommendation and provide staff with direction.

Background: The City of Port St. Lucie desires to make reuse water available to customers in the western Tradition area. The total construction value for this project exceeds two million dollars. The objective of this project is to provide the City of Port St. Lucie with a design for the continuation of an existing reuse water main that is intended to provide reuse water to customers located west and possibly south of Tradition.
