3. Purpose: To secure a qualified contractor to construct the Tom Mackie Blvd., including Marshall Parkway.

5. Duration: 320 calendar days from Notice to Proceed.
6. Benefits to Port St. Lucie: Constructing Tom Mackie Blvd. will complete the spine road of the job's corridor within the Southern Grove.
7. Cost to Port St. Lucie (Annual and Potential): A one-time expense in the amount of $8,532,488.40.

Staff Recommendation: Move that the Council award Contract #20230113 and enter into a unit price contract with Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc., for the construction of the Tom Mackie Blvd. Extension Project Phase 4.

Background: The City Council identified the development of Southern Grove Master Plan to meet the goals of a diverse local economy and employment opportunities with the initiative of building out Southern Grove, as a strategic priority. In February 2021, the City Council adopted the Southern Grove Master Plan, as prepared by the Treasure Coast Regional Planning Council, which included findings and recommendations pertaining to infrastructure development needs.
