3. Purpose: To construct approximately 0.53 miles of 5-foot-wide concrete sidewalk on the west side of Curtis Street.

5. Duration: 120 calendar days.
6. Benefits to Port St. Lucie: Provide safe pedestrian transportation to the citizens.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $353,594.05 ($325,396.00 reimbursable by FDOT).

Staff Recommendation: Move that the Council award Contract #20210037 and enter into a unit price contract with Heavy Civil, Inc. for the Curtis Street sidewalk construction project.

Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210037.
2. Move that the Council not approve Contract #20210037 and provide staff with direction.

Background: Since 2006, the City has prioritized the design and construction of sidewalks citywide. The original areas were in the proximity of schools, especially elementary schools to provide a safe route to school for children. Curtis Street is on the 10-year Sidewalk Master Plan list approved by the City Council. The City has received funding through the Florida Department of Transportation (FDOT) for a Local Agency Program (LAP) Grant to construct sidewalks.

An E-Bid was issued on September 17, 2021 to 1,402 potential suppliers. There were 32 plan holders with 6 proposals being received on October 26, 2021. All proposals were deemed responsive.
