3. Purpose: To ensure the Utility Systems Department ("USD") Wastewater Treatment Facilities avoid disruption in the supply of the mandatory chemical composition, polymer.

5. Duration: Polydyne is offering to hold the pricing firm until December 31, 2024.
6. Benefits to Port St. Lucie: Both Glades and Westport Wastewater Treatment Facilities use a chemical composition of polymer, unique to the facilities' operation to maintain regulatory compliance, avoid the costly need for dewatering and operate the facilities properly.
7. Cost to Port St. Lucie (Annual and Potential): Anticipated annual expenditure is $350,000.00. Future expenditures will be appropriated in each year's approved budget.

Staff Recommendation: Move that the Council waive the bidding per Chapter 35.04(c) of the City's Code of Ordinances, for good cause shown, and approve Polydyne Inc. as a sole source to provide the polymer products.

1. Move that the Council amend the recommendation and approve Polydyne Inc. as the sole source provider and enter into a per pound unit price contract.
2. Move that the Council not approve Polydyne, Inc. as the sole source for this product and provide staff with direction.
