Executive Summary (General Business): Defer implementation of City Ordinance 21-75, "Mobility Plan and Mobility Fee" to October 5, 2021.

Staff Recommendation: Move that the Council approve the proposed Resolution.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the proposed Resolution.
2. Move that the Council not approve the proposed Resolution.

Background: The City Council considered City Ordinance 21-75, on August 23, 2021, and September 13, 2021. Ordinance 21-75 repeals the City's established road impact fee and transportation concurrency requirements and implements a mobility plan and mobility fee system pursuant to section 163. 3180(5)(i), Florida Statutes, effective October 1, 2021.

Issues/Analysis: There is a desire to defer implementation of City Ordinance 21-75 from October 1, 2021 to October 5, 2021 in order to allow additional public comment on and further publicize the changes in the Ordinance. There is also a recommendation that City Council direct staff to take the following actions, in addition to all actions required by law, to ensure deferment is executed in an orderly fashion:
a. Provide notice to all known interested parties that a public hearing will be held by City Council on Ordinance 21-75 on October 4, 2021, beginning at 8:00 A.M., in the City Council Chambers, as advertised in Treasure Coast Newspapers (TC Palm) on September 24, 2021 and posted at City Hall on September 22, 2021.
b. Continue to collect City Road Impact Fees pursuant to Title XV, Chapter 159, Article II of the City's C...
