Executive Summary (General Business): The Port St. Lucie Police Department (PSLPD) is requesting permission from the City Council to apply for the 2021 COPS Office Community Policing Development (CPD) Crisis Intervention Teams (CIT) application.

Staff Recommendation: Move that the Council approve PSLPD to apply for the COPS Office CPD CIT Grant totaling $194,400.

1. Move that the Council amend the recommendation and approve PSLPD to apply for the COPS Office CPD CIT Grant totaling $194,400.
2. Move that the Council not approve this request and provide the department direction.
Background: On June 3, 2021, the Port St. Lucie Police Department (PSLPD) received notification from the US DOJ COPS Office of various competitive grant opportunities through their Community Policing Development (CPD) program. Of those grant programs, PSLPD desires to apply for the Crisis Intervention Teams (CIT) grant which has a due date of July 7, 2021.
Issues/Analysis: The Port St. Lucie Police Department intends to apply for this two-year Federal COPS CPD grant to provide Crisis Intervention Training (CIT) to 162 sworn personnel. This 40-hour training course addresses the areas of mental and behavioral health so that law enforcement can better respond to individuals in crisis within the City of Port St. Lucie. It has an estimated cost at $1,200 per sworn officer, for a total of $194,400.
Financial Information: PSLPD intends to apply for $194,400 of funding for this two-year COPS CPD CIT grant to train 162 sworn personnel. There is no local cash match required for this award.
