Executive Summary (General Business): Wawa Florida, LLC requests a Drainage Easement on a City owned Tract located south of a proposed Wawa convenience store and fuel pump station on the southwest corner of SW Becker Rd and SW Port St. Lucie Blvd for access to, and the maintenance and operation of, drainage facilities leading into the drainage pond on the City tract.

Staff Recommendation: Move that the Council approve the Ordinance authorizing the conveyance of a Drainage Easement to Wawa Florida, LLC.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Ordinance authorizing the conveyance of a Drainage Easement to Wawa Florida, LLC.
2. Move that the Council not approve the Ordinance and provide staff direction.
Background: The property located south of the proposed Wawa convenience store and fuel pump station (P22-005) on the southwest corner of Becker Rd and Port St Lucie Blvd is a drainage pond described as Tract L, Port St. Lucie Section Thirty-Three, as recorded in Plat Book 15, Page 1, of the Public Records of St. Lucie County, Florida. This pond is owned by the City of Port St. Lucie. As part of the Wawa Florida, LLC project, the site's drainage design identifies a drainage outfall pipe from the Wawa parcel into the City's pond that is located within Tract L. A drainage easement will be required for the construction and maintenance of the proposed drainage connection from the Wawa parcel to the City's drainage pond. Wawa has therefore requested the City provide a drainage easement to facilitate construction and maintenance of the proposed drainage pipe into the City's pond.
