Executive Summary (General Business): Mr. Stokes has been serving as the City Attorney since February 22, 2018 when he began as a contract employee with benefits. Mr. Stokes's employment agreement was finalized June 22, 2020 as a permanent employee establishing his terms of employment and rate of pay.

Presentation Information: N/A

Staff Recommendation: Move that the Council discuss the City Attorney's performance and consider an increase in pay.

Alternate Recommendations:
1. Move that the Council amend the recommendation and modifies the compensation of the City Attorney effective October 1, 2020.
2. Move that the Council provide direction to staff.

Background: Mr. Stokes serves as the City Attorney and his current employment agreement was finalized on June 22, 2020. While the City Attorney's employment agreement does not call for an annual review, it is presumed that the Council will want to evaluate the City Attorney and establish a rate increase in a manner similar to the City Manager. Council may provide Mr. Stokes with a written performance evaluation, but it is not required. It is important to note the PSL City Attorney salary in comparison to others and that the position is not included on the City's pay plan, so there is no minimum or maximum rate established for this position.
