Executive Summary (General Business): Mattamy Palm Beach, LLC, requests the ability to perform Phase 1a, the early site work at the Regional Park Property contemplated by the Tradition Regional Park Phase 1 Site Plan (P21-116), specifically to include environmental services, including permitting and mitigation (including Gopher Tortoise relocation), general conditions, including earthwork such as clearing and mass grading, erosion control and associated work.

Staff Recommendation: Move that the Council approve the Tradition Regional Park Early Site Work Agreement.

Alternate Recommendations:

1. Move that the Council amend the recommendation and approve the Tradition Regional Park Early Site Work Agreement, with revisions.

2. Move that the Council provide staff direction.

Background: On March 9, 2020, City Council Meeting Agenda item 2020-229, Lucido & Associates provided a brief presentation and received the City Council's approval to begin the planning process for Tradition Regional Park on behalf of developer, Mattamy Homes.

Lucido & Associates facilitated the Tradition Regional Park Resident Stakeholder Meeting in-person and online via Zoom, June 17, 2020.

On December 14, 2020, City Council Meeting Agenda item 2020-931, City Council discussed Tradition Regional Park amenities.

On April 19, 2021, City Council conceptually approved the Tradition Regional Park Master Plan and approved Lucido & Associates, the Agent for Mattamy Homes, to initiate construction drawings for "Phase I" development of the park.
