3. Purpose: These easements are required to construct a new Floridian Well F-19 and future utility mains and fiber optic communication.

5. Duration: The well site easement term is perpetual, and the temporary access easement terminates upon construction of the permanent access easement or five years from the date of execution.
6. Benefits to Port St. Lucie: Allows the City to provide an additional location for a potable water well to the northwest portion of the City for higher water quality.
7. Cost to Port St. Lucie (Annual and Potential): Costs are contingent.

Background: The City of Port St. Lucie (City) owns and operates the James E. Anderson Water Treatment Plant (JEA WTP). The facility treats brackish groundwater with reverse osmosis membranes to provide potable water to the City's customers. The brackish water is supplied by the JEA wellfield.
