7. Cost to Port St. Lucie (Annual and Potential): One-time expense of $2,399,907.00 plus an additional $70,000.00 for the product change. The revised total amount is $2,469,907.00.

Staff Recommendation: Move that the Council award Contract #20220060 and enter into a unit price contract with All Webbs Enterprises, Inc. for the construction of the Western Floridan Drinking Water Well F-19.

2. Move that the Council not award Contract #20220060 and provide staff with direction.

Background: The James E. Anderson Water ("JEA") Treatment Facility treats brackish groundwater with reverse osmosis membranes to provide potable water to the City's customers.

An E-Bid was issued on April 6, 2022 to 1,530 potential suppliers. There were 41 plan holders with two proposals submitted on May 19, 2022.
