Executive Summary (General Business): The CDBG program provides federal funds for projects and programs that help improve the physical, economic, and social conditions of our community. In response to the COVID-19 pandemic, the City received a total of $1,392,575 in CDBG-CV CARES Act funding. After two rounds of allocations, a balance of $147,265.53 remains, which must be spent by December 31, 2026, or returned to HUD.

Presentation Information: Staff will be available to answer questions.

Staff Recommendation: Move that the Council request that the City Council approves the remaining CDBG-CV CARES Act Funding to purchase touchless water stations for various parks throughout the City in qualifying neighborhoods.

Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the recommendation.
2. Move that the Council Provide Staff Direction.

Background: These special CDBG-CV funds carry more stringent requirements and must directly "tie back" to the pandemic by preventing, preparing for, or responding to COVID-19. Neighborhood Services has worked with Parks and Recreation to identify a qualifying project that will enhance our parks and allow the City to fully expend the remaining funds without triggering a substantial amendment to the approved CDBG Action Plan. The remaining funds would be used to purchase touchless water stations for parks in qualifying neighborhoods throughout the City.
