Executive Summary (General Business): The applicant proposes installation of “Dreaming Cloud,” a series of powdercoated aluminum sculptures by artist Gustavo Oviedo, inspired by cloud motifs. The artwork presented reflects the installations for Buildings 1 and 2 within Phase I, while artwork for Buildings 3 and 4 will be installed in Phases II and III.

Presentation Information: Staff and the applicant will provide a presentation.

Staff Recommendation: Move that the Council adopt the resolution to approve the artwork as recommended by the Public Art Advisory Board.

Alternate Recommendations:
1. Move that the Council amend the recommendation and adopt the resolution.
2. Move that the Council deny the resolution and provide staff with further direction.

Background: The applicant requested an extension to hire an artist and develop an onsite artwork installation concept, rather than contribute to the public art fund as originally proposed.

To ensure a complete submittal for coordinated artwork across the project’s four proposed building walls, staff requested that the renderings for all building walls be submitted as part of this application.

The proposed artwork, “Dreaming Cloud,” created by artist Gustavo Oviedo qualifies as a permitted work of art under Chapter 162, meeting the ordinance definition of sculpture as an original, tangible work created by a professional artist.
