2. Parties: City of Port St. Lucie and PADL LLC.
3. Purpose: To provide a paddleboard and kayak share option for all current and future guests of Port St Lucie.
4. New/Renewal/Modified: New.
5. Duration: The initial contract was for March 9, 2021, through March 9, 2022. Clay County has exercised the first renewal option through March 9, 2023. The contract has (1) additional 1-year renewal remaining.
6. Benefits to Port St. Lucie: PADL LLC provides self-service paddleboard and kayak rental station options for current and future guests of Port St Lucie.
7. Cost to Port St. Lucie (Annual and Potential): PADL LLC will cover all costs related to the equipment, installation, and operation of the paddle share operation. For providing property and access to operate, PADL LLC will offer 20% revenue share to the City of Port St Lucie.

Staff Recommendation: Move that the Council waive bidding, per Chapter 35.04(c), good cause shown, and approve participating in the Clay County Paddleboard & Kayak Rental Stations Contract #2020/2021-126-RN1 with PADL LLC.
