5. Duration: 270 calendar days with no option to renew.
6. Benefits to Port St. Lucie: Replace deteriorated materials for ease of use and maintenance purposes as well as provide an updated appearance.
7. Cost to Port St. Lucie (Annual and Potential): One-time expenditure of $499,868.00.

Staff Recommendation: Move that the Council award Contract #20210027 and enter into a lump sum contract with Hedrick Brothers Construction Co., Inc. for the renovation services at the Police Department, Phases I & II.

Alternate Recommendations:
1. Move that the Council amend the recommendation and award Contract #20210027.
2. Move that the Council not approve Contract #20210027 and provide staff with direction.

Background: The Police Department building was originally built in 1990. The interior is in need of repairs and renovation to bring up to current standards. The work will include renovations to the lobby, restrooms, locker rooms and fitness area.

An E-Bid was issued on February 9, 2021 to 1,010 potential suppliers. There were 36 plan holders with 4 proposals being received on March 12, 2021.

Issues/Analysis: Staff has reviewed the proposals and finds that Hedrick Brothers Construction Co., Inc. provides the best value to the City. Hedrick Brothers Construction Co., Inc. is not a local vendor.
