Strategic Plan Link: The City's Goal to enjoy culture, nature and fun activities.

Executive Summary (General Business): GL Homes, the developer, has submitted an application requesting approval of an Alternative Equivalent Proposal under Section 162.08 of the City Code to satisfy public art requirements for current and future development projects within the Riverland/Kennedy DRI through a single, comprehensive public art installation.

Presentation Information: The applicant and/or artist will provide a presentation.

Staff Recommendation: The Planning and Zoning Department recommends the Board review and discuss the application and recommend approval of the artwork.

Alternate Recommendations:
1. If the Board feels sufficient information is provided, the Board can recommend approval of the proposal with comments. The comments will have to be addressed prior to the scheduling of the item for City Council approval.
2. Move that the Board not approve the proposal and provide staff direction.

Background: Riverland/Kennedy II, LLC has previously fulfilled public art obligations for:
* Parcel A: On-site artwork (certified April 2019)
* Parcel C: $100,000 contribution to the Art in Public Places Fund (October 2020)

The applicant now proposes a unified public art installation "Riverland Reflection Garden" to fulfill the public art requirements for:
* Current projects: Parcels B, D, E, and Riverland Center
* Future development within the Riverland/Kennedy DRI

The Riverland Reflection Garden is a multi-sensory public art experience located at Riverland Town Center. It features:
