Executive Summary (General Business): Approval of the Collective Bargaining Agreement ("CBA) between the City of Port St. Lucie ("City") and the Federation of Public Employees ("FOPE") spanning October 1, 2022 through September 30, 2025.
Presentation Information: Staff will provide a brief presentation and will be available to answer any questions the Council may have.
Staff Recommendation: Move that the Council approve the Agreement.
Alternate Recommendations:
1. Move that the Council amend the recommendation and approve the Agreement.
2. Move that the Council provide staff direction.
Background: The FOPE bargaining unit represents 626 employees in the City, primarily rank and file staff. The current Contract expires on September 30, 2022. Bargaining commenced on May 4, 2022 with both parties having met for six (6) negotiation sessions. The Agreement was ratified by the membership on September 7, 2022.
Issues/Analysis: The proposed Agreement, in legislative format, is attached along with a summary of changes made, listed by Article.
Financial Information: This is a three (3) year Agreement commencing October 1, 2022 through September 30, 2025. The cost of the economic package remains within the parameters authorized by the City Council.
